Decreto Presidencial que establece ajustes a los aranceles para la industria textil y de confecci\u00f3n. Estas modificaciones, que entrar\u00e1n en vigor el 20 de diciembre de 2024, estar\u00e1n vigentes hasta el 23 de abril de 2026.<\/p><div>\u00a0<\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4c476ff9 elementor-widget elementor-widget-text-editor\" data-id=\"4c476ff9\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><b>Referencia Legal<\/b>: Decreto publicado en el Diario Oficial de la Federaci\u00f3n, en ejercicio de las facultades del Ejecutivo Federal otorgadas por los art\u00edculos 89, fracci\u00f3n I, y 131, p\u00e1rrafo segundo de la Constituci\u00f3n Pol\u00edtica de los Estados Unidos Mexicanos, as\u00ed como los art\u00edculos 31 y 34 de la Ley Org\u00e1nica de la Administraci\u00f3n P\u00fablica Federal, y los art\u00edculos 4\u00ba, fracci\u00f3n I y 12 de la Ley de Comercio Exterior.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-68d3a93c elementor-widget elementor-widget-text-editor\" data-id=\"68d3a93c\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><i>El decreto tiene como objetivo implementar medidas extraordinarias para regular el comercio exterior y fortalecer la industria nacional textil y de confecci\u00f3n, promoviendo la competitividad y la equidad en el mercado, mediante ajustes arancelarios y modificaciones al Programa IMMEX.<\/i><\/p><div>\u00a0<\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-49415f33 elementor-widget elementor-widget-text-editor\" data-id=\"49415f33\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<div><strong>Disposiciones Principales<\/strong><\/div><div><ol><li><strong>Incremento Temporal de Aranceles:<\/strong><ul><li>Se establece un arancel del\u00a0<strong>35%<\/strong>\u00a0a la importaci\u00f3n de mercanc\u00edas clasificadas\u00a0 en\u00a0<strong>138 fracciones arancelarias<\/strong>\u00a0relacionadas con productos confeccionados.<\/li><li>Se incrementa a un<strong>\u00a015%<\/strong>\u00a0el arancel para\u00a0<strong>17 fracciones arancelarias<\/strong>\u00a0de productos textiles.<\/li><li>Se except\u00faan de este ajuste las mercanc\u00edas provenientes de pa\u00edses con los que M\u00e9xico tiene celebrados tratados de libre comercio.<\/li><\/ul><\/li><li><strong>Restricciones al Programa IMMEX:<\/strong><ul><li>Se proh\u00edbe la importaci\u00f3n temporal bajo el esquema IMMEX de mercanc\u00edas incluidas en las fracciones arancelarias afectadas, que est\u00e1n detalladas en el Anexo I del decreto.<\/li><li>Se actualiza el listado de fracciones arancelarias, ampliando las restricciones a mercanc\u00edas textiles y de confecci\u00f3n.<\/li><\/ul><\/li><li><strong>Motivos del Decreto<\/strong>:<ul><li>Reducci\u00f3n significativa del empleo en la industria textil, que ha perdido m\u00e1s de 79,000 empleos en los \u00faltimos a\u00f1os.<\/li><li>Contracci\u00f3n del Producto Interno Bruto (PIB) del sector a una tasa anual decreciente del<strong>\u00a04.8%.<\/strong><\/li><li>Incremento de importaciones de productos textiles y de confecci\u00f3n que desplazan la producci\u00f3n nacional.<\/li><\/ul><\/li><li><strong>Vigencia y Aplicaci\u00f3n<\/strong>:<ul><li>La medida entra en vigor al d\u00eda siguiente de su publicaci\u00f3n en el Diario Oficial de la Federaci\u00f3n y tendr\u00e1 vigencia hasta el\u00a0<strong>23 de abril de 2026.<br \/><br \/><\/strong><\/li><\/ul><\/li><\/ol><\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-3bf9dc elementor-widget elementor-widget-text-editor\" data-id=\"3bf9dc\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<div>El decreto se emite con base en las facultades extraordinarias conferidas al Ejecutivo Federal en materia de comercio exterior, en t\u00e9rminos del art\u00edculo 131 de la Constituci\u00f3n, que permite modificar aranceles para proteger la econom\u00eda nacional y fortalecer la producci\u00f3n interna.<\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-20cbd7c6 elementor-widget elementor-widget-text-editor\" data-id=\"20cbd7c6\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<div>Las modificaciones anunciadas tienen impacto directo en las operaciones bajo el Programa IMMEX, exigiendo una revisi\u00f3n detallada de las mercanc\u00edas incluidas en el Anexo I del decreto para garantizar el cumplimiento normativo.<\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-6e0d923 elementor-widget elementor-widget-text-editor\" data-id=\"6e0d923\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<div>Es recomendable analizar las implicaciones del decreto en cadenas de suministro y estrategias comerciales, especialmente para las empresas exportadoras que dependen de insumos textiles importados.<\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-5c32121 elementor-widget elementor-widget-text-editor\" data-id=\"5c32121\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<div>El presente decreto establece medidas excepcionales con el objetivo de proteger la industria textil nacional, promover el empleo y combatir pr\u00e1cticas desleales en el comercio internacional.
